Biography:
1. H. S. Matthews started with the Ordnance on 1st July 1785. He was appointed Storekeeper at Waltham Abbey on the 7th March 1805, earning £300 per annum, with £25 allowance for coal and candles, plus a £65 gratuity.
2. In 1807 his pay and allowances were the same as in Note 1, but in addition, he was provided with a house. Other information given was that he started with the Ordnance on the 1st July 1788 (Supply 5/226 dated the 18th June 1807).
3. On the 23rd August 1808 (Supply 5/227) his pay was £350 per annum, and he was provided with a house, a coal and candle allowance of £25 per annum, and an £80 gratuity. In 1810, the gratuity had risen to £95 (Supply 5/229 dated the 1st September 1810).
4. According to the List of Officers and Other Persons in the Employ of the Ordnance document (Supply 5/229 dated 29th August 1812) Mr. Matthews' pay was still £350 per annum with the same allowances and gratuity, plus a house.
5.List of Officers and Other Persons Employed dated 13th February 1814 (Supply 5/230) confirmed his salary at £350 per annum. At that date he had a £110 gratuity, a house provided and £25 per annum coal and candle allowance.
6. Mr. Matthews was in possession of a house which Thomas Holden desired to occupy (Supply 5/231 dated 7th May, 1818). Matthews signified that he had obtained the Board's permission to deposit therein portions of furniture and other articles until he had an opportunity of removing same, and that it was quite impossible for him to give up possession of this house until he was enabled finally to remove. The house was in any case under orders to be divided into two tenements to be let to Labourers or others in the Department, but which division had to be delayed until Mr. Matthews could give up possession. In addition, it was stated that the property was much too large for a person in Holden's situation, even had the Board been desirous of granting a cottage to him for his residence, which they weren't.
